A diverter is needed when you have more than 1 outlet in the shower. Shower systems however have built-in diverters and only require the wall mixer. 

When is the diverter used is there a lag with time and temperature?

It generally takes a split second for the water to be diverted from one outlet to another, but it should not alter the temperature at all.
